NEW DELHI: The Central Bureau of Investigation recovered property and investments documents worth crores and cheque books allegedly belonging to Delhi health minister Satyendar Jain while searching a private safe in an unrelated case on Saturday night. The CBI while probing a corruption case arrested Dr Rishi Raj registrar of Delhi Dental Council and N Pradeep Sharma advocate Delhi Dental Council on Saturday night while taking Rs 4.73-lakh bribe from a complainant on the promise of getting him a favourable order from DDC and extending help in legal proceedings. The arrested DDC functionaries had allegedly demanded Rs 15 lakh. Following their arrest agency teams searched their residences and found a safe inside Raj s house. Inside they found documents allegedly in the name of Jain. CBI spokesperson Abhishek Dayal claimed the safe contained three property documents allegedly belonging to Jain http://gorvv.com/collections/myomeka/posters/show/573 sale deed of land measuring 12 bigha 2 biswa sale deed of another piece of land measuring 8 bigha 17 biswa and a power of attorney for land measuring 14 bighas all three in Karala village in Delhi. Bank counterfoils pertaining to cheque deposits worth Rs 2 crore in 2011 in the name of Jain his wife Poonam Jain and a company linked to them JJ Ideal State Pvt Company 41 cheque books reflecting transactions worth crores by Jain and family apart from Rs 24 lakh cash and half kg gold were also recovered from the safe Dayal claimed. It was not yet clear whether the cash and gold belonged to Jain and his family members but the property documents investments and cheque books belonged to him sources alleged. The agency will question Jain soon about the recoveries. Delhi government spokesperson Nagendra Sharma took to Twitter to say Satyendar Jain is being framed. He has no link with that registrar. So far BJP has been unable to find anything against him in the other cases. In fact in the other cases against Jain the BJP government has been pulled up by the high court. The tax authorities last year attached more than 100 bighas of land in the national capital as well as shares in companies allegedly linked to Jain.
ALLAHABAD: A team of Central Bureau of Investigation (CBI) officials on Friday carried out investigation at the Uttar Pradesh Public Service Commission (UPPSC) in connection with the alleged recruitment scam in competitive exams conducted from April 2012 to March 2017. The officials accompanied by a forensic team collected computer data and sought information about the exams from the staff. They also met the candidates aspiring for the deputy collector s job. These candidates have been demanding probe for several years and possess relevant documents gathered through Right to Information Act. The team and the police reached the commission at 10am. According to allegations the Hooda government had issued a notification under the LandAcquisition Act for about 912 acres of land for building an industrial model township in Manesar Naurangpur and Lakhnoula. After the acquisition the land was allegedly grabbed from the land owners by private builders under the threat of acquisition at meagre rates. The agency had taken over the investigation from Haryana in 2015 and registered a case in September 2015. It was alleged that private builders in conspiracy with unknown public servants of the Haryana government had purchased around 400 acres of land from farmers and landowners of the villages of Manesar Naurangpur and Lakhnoula in Gurgaon at throwaway prices. Running into several thousand pages the CBI filed its charge sheet in Panchkula Court on Friday. The charge sheet says that investigation has revealed that after the notification under Section 4 of the Land Acquisition Act private builders and other persons had purchased around 459 acre of land from the villagers under the threat and apprehension of acquisition by the government. It was alleged that they had then applied for grant of licences for development of Group Housing Colonies and other projects to Department of Town &Country Planning Haryana. It adds that the officials allegedly deferred the announcement of award with regard to the acquisition of land despite the fact that the private builders were not eligible for grant of licences because they had purchased the land after notification u/s 4. In order to make them eligible for grant of licences the public servants allegedly abandoned the acquisition process and passed such order on August 24 2007. Investigation has also revealed that this decision was taken on a representation given by a private builder which contained the alleged forged signatures of few villagers. Thereafter the licences and CLUs were allegedly granted to the same private builders on land measuring 260 acres (approx). The builders had earlier purchased the land at throwaway prices during the state-induced panic selling.
Advocate Ajay Aggarwal has written to Attorney General KK Venugopal requesting him to ask the Central Bureau of Investigation to immediately file a reply affidavit in the Bofors case ANI reported on Tuesday. ALLAHABAD: The Central Bureau of Investigation (CBI) visited the Uttar Pradesh Public Service Commission (UPPSC) headquarters on Saturday to probe the alleged irregularities in the selection of 362 bureaucrats and police officers during the Samajwadi Party rule from April 2012 to March 2017. The CBI is investigating the irregular selection of 178 deputy collectors and 184 deputy superintendents of police during the SP rule who were among the 9 374 candidates selected in PCS or Combined State Upper Subordinate Exams and other competitive exams. Secretary UPPSC Jagdish said We have been cooperating with the CBI officials to unearth any possible scam. I hope that the commission will come out clean. One of the discrepancies being investigated include the quota policy which was implemented in 2013 during the second stage of the PCS exam by commission chairman Anil Yadav. In May 2013 the commission decided to apply caste-based quota in every stage of Provincial Civil Service exams -- prelims mains and interviews -- as against the provision of applying reservation while preparing list for interviews. Later while hearing a slew of petitions against the quota policy by some candidates Allahabad high court reserved the judgement on July 21 2013. However before the court decision UPPSC revoked its three-tier reservation policy ending dispute and also amended results of mains exams of PCS-2011. Even in the case of PCS-2012 and PCS-2013 Yadav decided not to publish names and category of successful candidates after the commission was criticised for favouring a particular caste in selection process. Similarly only roll numbers of successful candidates were published in PCS-2014. It was for the first time in the history of the Commission that such a decision was taken to hide the identity of selected candidates. Union Home Minister Rajnath Singh on Sunday said the murder case of journalist Sudip Dutta Bhaumik will be handed over to the Central Bureau of Investigation within a week if the Bharatiya Janata Party is voted to power in Tripura. The state will hold its Assembly elections on February 18.Bhaumik was shot dead at the Tripura State Rifles 2nd battalion headquarters in RK Nagar on the outskirts of Agartala on November 22 2017. Four Tripura State Rifles personnel were arrested in connection with the killing. The Left government in Tripura had transferred the case from the district police to the Crime Investigation Department of the state police.The home minister criticised the Manik Sarkar-led CPI(M) government in the state for failing to make any breakthrough in the murder case. Mumbai: The Central Bureau of Investigation told the Bombay High Court on Monday that it will not challenge the recent discharge of any of the senior IPS officers in the Sohrabuddin Sheikh encounter case.CBI counsel Sandesh Patil and Additional Solicitor General Anil Singh told the high court that the agency had already challenged the discharge of some junior officers in the case.However the CBI had decided not to challenge the trial court order that absolved senior officers including former deputy inspector general of Gujarat DG Vanzara Rajasthan IPS officer Dinesh MN and Gujarat IPS officer Rajkumar Pandiyan in connection with the alleged fake encounter killing of Sohrabuddin Sheikh and his aide Tulsiram Prajapati they said.The CBI s submissions came while a single bench of Justice Revati Mohite-Dere was hearing a revision application filed by Sohrabuddin Sheikh s brother Rubabuddin Sheikh challenging the trial court orders of discharge of these officers.The trial court had in 2016 and last year discharged Mr Pandiyan Mr Vanzara and Dinesh MN.Rubabuddin Sheikh has filed separate petitions challenging the discharge of the three officers from the case.However his counsel advocate Gautam Tiwari told the high court today that while they had been able to serve notices to Dinesh MN and Mr Pandiyan in the case they had been unable to trace Mr Vanzara s address or contact details.The high court had earlier directed the CBI to provide Mr Vanzara s address to the petitioner but Mr Tiwari said the central agency had provided an incorrect address.The court today directed the CBI to trace Mr Vanzara s whereabouts and serve him the notice directing him to present his side of the case in the HC on the next date of hearing. They may technically be AAP MLAs but the party has rebels like Kapil Mishra (Karawal Nagar) and Devendra Sehrawat (Bijwasan). AAP was quick to suspend the two from the party but their membership as MLAs was not cancelled. There are others like Jitender Singh Tomar (Tri Nagar) Asim Ahmed Khan (Matia Mahal) and Sandeep Kumar (Sultanpuri) who continue as MLAs and AAP members but carry the tag of sacked ministers. All three were unceremoniously ousted by the ruling dispensation. Timarpur MLA Pankaj Pushkar has been seen as an AAP MLA once very critical of AAP s policies and is considered close to Swaraj Abhiyan founder Yogendra Yadav. The Indian government had signed a 1.4-billion (Rs 9 568 crore approximately) defence deal with Swedish arms manufacturer Bofors for 410 field howitzer guns and a supply contract in March 1986.In April 1987 Swedish Radio claimed that the company paid bribes to senior Indian politicians and Army personnel to secure the deal. Gandhi was also implicated in the case.In 1990 the CBI registered a First Information Report for criminal conspiracy cheating and forgery under the Indian Penal Code as well as for corruption against Martin Ardbo who was then the president of Bofors alleged middleman Win Chadda and the Hinduja brothers. The first chargesheet was filed in the case in 1999. A special CBI court in Delhi had in 2011 discharged Italian businessman Ottavio Quattrocchi in the case.
ALLAHABAD: The Central Bureau of Investigation (CBI) visited the Uttar Pradesh Public Service Commission (UPPSC) headquarters on Saturday to probe the alleged irregularities in the selection of 362 bureaucrats and police officers during the Samajwadi Party rule from April 2012 to March 2017. The CBI is investigating the irregular selection of 178 deputy collectors and 184 deputy superintendents of police during the SP rule who were among the 9 374 candidates selected in PCS or Combined State Upper Subordinate Exams and other competitive exams. Secretary UPPSC Jagdish said We have been cooperating with the CBI officials to unearth any possible scam. I hope that the commission will come out clean. One of the discrepancies being investigated include the quota policy which was implemented in 2013 during the second stage of the PCS exam by commission chairman Anil Yadav. In May 2013 the commission decided to apply caste-based quota in every stage of Provincial Civil Service exams -- prelims mains and interviews -- as against the provision of applying reservation while preparing list for interviews. Later while hearing a slew of petitions against the quota policy by some candidates Allahabad high court reserved the judgement on July 21 2013. However before the court decision UPPSC revoked its three-tier reservation policy ending dispute and also amended results of mains exams of PCS-2011. Even in the case of PCS-2012 and PCS-2013 Yadav decided not to publish names and category of successful candidates after the commission was criticised for favouring a particular caste in selection process. Similarly only roll numbers of successful candidates were published in PCS-2014. It was for the first time in the history of the Commission that such a decision was taken to hide the identity of selected candidates. In the case of PCS-2015 there were allegations of paper-leak of prelims exams and change of copy in the mains exams. .
Union Home Minister Rajnath Singh on Sunday said the murder case of journalist Sudip Dutta Bhaumik will be handed over to the Central Bureau of Investigation within a week if the Bharatiya Janata Party is voted to power in Tripura. The state will hold its Assembly elections on February 18.Bhaumik was shot dead at the Tripura State Rifles 2nd battalion headquarters in RK Nagar on the outskirts of Agartala on November 22 2017. Four Tripura State Rifles personnel were arrested in connection with the killing. The Left government in Tripura had transferred the case from the district police to the Crime Investigation Department of the state police.The home minister criticised the Manik Sarkar-led CPI(M) government in the state for failing to make any breakthrough in the murder case. Till the state government doesn t recommend it we cannot do a CBI investigation Singh said in Agartala where he was campaigning for BJP candidate Sudip Roy Burman. Singh also accused the CPI(M) government in the state of stalling development. After 25 years of rule 66% of the people here cannot even afford a cycle he added. He cited the examples of Chhattisgarh Jharkhand and Madhya Pradesh and said these states have developed immensely in the last 15 years. If one compares present situation in Jharkhand Chhattisgarh and Madhya Pradesh to what it was 15 years back they ll know how development is done they ll know what is the art of development said Singh according to ANI.Apart from promising a CBI inquiry into Bhaumik s murder case Singh said all state government employees in Tripura will receive salaries according to the 7th Pay Commission if the BJP is voted to power reported India Today. Currently they are paid according to the 4th Pay Commission. The home minister also promised that every household will be provided with a gas connection and health coverage of Rs 5 lakh per year.Singh is in Tripura since Saturday. Mumbai: The Central Bureau of Investigation told the Bombay High Court on Monday that it will not challenge the recent discharge of any of the senior IPS officers in the Sohrabuddin Sheikh encounter case.CBI counsel Sandesh Patil and Additional Solicitor General Anil Singh told the high court that the agency had already challenged the discharge of some junior officers in the case.However the CBI had decided not to challenge the trial court order that absolved senior officers including former deputy inspector general of Gujarat DG Vanzara Rajasthan IPS officer Dinesh MN and Gujarat IPS officer Rajkumar Pandiyan in connection with the alleged fake encounter killing of Sohrabuddin Sheikh and his aide Tulsiram Prajapati they said.The CBI s submissions came while a single bench of Justice Revati Mohite-Dere was hearing a revision application filed by Sohrabuddin Sheikh s brother Rubabuddin Sheikh challenging the trial court orders of discharge of these officers.The trial court had in 2016 and last year discharged Mr Pandiyan Mr Vanzara and Dinesh MN.Rubabuddin Sheikh has filed separate petitions challenging the discharge of the three officers from the case.However his counsel advocate Gautam Tiwari told the high court today that while they had been able to serve notices to Dinesh MN and Mr Pandiyan in the case they had been unable to trace Mr Vanzara s address or contact details.The high court had earlier directed the CBI to provide Mr Vanzara s address to the petitioner but Mr Tiwari said the central agency had provided an incorrect address.The court today directed the CBI to trace Mr Vanzara s whereabouts and serve him the notice directing him to present his side of the case in the HC on the next date of hearing. We often direct the investigating officers to serve notices so in this case the CBI should do it to avoid further delays in hearing Justice Mohite-Dere said.The special CBI court in Mumbai hearing the case after the Supreme Court ordered for the trial to be transferred out of Gujarat had discharged the above three officials on the ground that the CBI had failed to get prior sanction or the special permission to prosecute them.However on a previous hearing Justice Mohite-Dere had questioned whether the lack of such sanction alone could be an adequate reason to warrant an accused person s discharge from the case.She had also dismissed the CBI s argument that it had challenged the discharge of two Rajasthan police sub-inspectors Himanshu Singh and Shyam Singh Charan and senior Gujarat police officer NK Amin.The judge had observed that while the CBI was opposing the discharge of sub-inspectors and constables it had conveniently gone quiet on the discharge of most of the senior IPS officers.On Monday Mr Tiwari told the high court that while the CBI had challenged Mr Singh and Mr Charan s discharge in 2016 the pleas were yet to be taken up for hearing by the high court.The high court has now tagged together all the pleas filed by Rubabuddin Sheikh and the CBI in the case and will hear them together on January 29.Of the 38 people accused in the case 15 including 14 IPS officers have been discharged by the special court.The CBI has challenged the discharge of two junior officers and one of the 14 senior officers (NK Amin) accused in the alleged fake encounter cases of Sohrabuddin Sheikh his wife Kauser Bi and also that of Ishrat Jahan.Sohrabuddin Sheikh and his wife were allegedly abducted by the Gujarat Anti-Terrorism Squad from Hyderabad on their way to Sangli in Maharashtra.Mr Sheikh was killed in an alleged fake encounter near Gandhinagar in November 2005 after which his wife disappeared. NEW DELHI: The AAP government came to power with a formidable majority 67 out of 70. The ship is afloat with 66 now but the story has changed a lot since February 2015. A few have turned rebels a few have been suspended and two constituencies have witnessed bypolls. Now with 20 MLAs staring at disqualification in the office-of-profit case AAP faces a situation in which byelections may turn into a referendum on its performance. The party will be tested on its pro-poor agenda its subsidy-driven governance and its core focus areas of education and health. Also with the Supreme Court verdict on powers of Centre and state due in February the AAP story may see more twists and turns in public glare. In the two bypolls in 2017 AAP lost Rajouri Garden and won Bawana. The seats had fallen vacant when Rajouri Garden MLA Jarnail Singh was made to resign to enable him to fight in the Punjab elections and Bawana MLA Ved Prakash quit to join the BJP. Given the simple majority of 36 needed in a house of 70 the AAP government is under no threat of a collapse even if for argument s sake it loses all 20 seats. However with its formidable majority eroded AAP could face the danger of not only losing its edge politically but also its moral posturing as a party with a difference. In any such eventuality the Opposition will spring to life as it is at present a miniscule four of the BJP. Among the 46 AAP MLAs who will remain if the disqualification of 20 comes through there are quite a few who have rocked the boat and brought under scrutiny AAP s ideology of fighting corruption and occupying the high moral ground. They may technically be AAP MLAs but the party has rebels like Kapil Mishra (Karawal Nagar) and Devendra Sehrawat (Bijwasan). While Sehrawat took on the ruling party in 2016 Mishra embarrassed the party and shocked the city with his allegations of corruption particularly targeting Arvind Kejriwal and his minister Satyendra Jain. AAP was quick to suspend the two from the party but their membership as MLAs was not cancelled. There are others like Jitender Singh Tomar (Tri Nagar) Asim Ahmed Khan (Matia Mahal) and Sandeep Kumar (Sultanpuri) who continue as MLAs and AAP members but carry the tag of sacked ministers. All three were unceremoniously ousted by the ruling dispensation. Timarpur MLA Pankaj Pushkar has been seen as an AAP MLA once very critical of AAP s policies and is considered close to Swaraj Abhiyan founder Yogendra Yadav. His hot-and-cold equation makes him stand out as a man the party chooses to address with caution. While both Congress and BJP are preparing to tear into AAP over the office-of-profit issue the ruling party says it will fight back. However the party agrees that garnering financial support to fight a fresh round of elections will be a challenge.
