By: Express Web Desk | New Delhi | Updated: February 28 2018 5:29 pm In his speech the finance minister said that Rs 37 000 crore has been allocated for agriculture sector for the fiscal year 2018-19. (PTI) Madhya Pradesh Finance Minister Jayant Malaiyya on Wednesday presented the annual state budget in the legislative assembly stating that the focus this time is agriculture health education and employment sector even as the Opposition members raised farmers concerns and demanded that their crop loans be waived. The budget session of the Madhya Pradesh Assembly began on Monday with Governor Anandiben Patel asserting that the state government under its Sabka Saath Sabka Vikas agenda was ensuring that benefits of its schemes reached everyone irrespective of caste religion and class. On Monday Patel had praised Bhavantar Bhugtan Yojana awards received from the Centre for increasing agricultural production and other pro-farmers steps taken by the state government. Patel only read select portions of the 139-paragraph speech with the Opposition MLAs trying to pick holes in the points she covered in the 19-minute speech. However Congress members raised slogans demanding loan waiver for farmers when the Governor concluded her address. The Leader of Opposition in the Assembly Ajay Singh alleged that the government s achievements were a bundle of lies and criticised the Governor s lacklustre speech. In his speech the Finance Minister said Rs 37 000 crore has been allocated for the agriculture sector for the fiscal year 2018-19. He added that the Shivraj Singh Chouhan government has allocated Rs 1 627 crore for cooperatives section. While speaking on girl child education he said Rs 9 000 crore has been allocated for Laadli Lakshmi Yojana. According to the government 27 lakh girls have benefited from this scheme so far. Regarding the health sector Malaiyya informed the Assembly that Rs 5 689 crore has been allocated for public health. He also said that six new medical colleges will be started this year and that Rs 3 722 crore has been allocated for supplementary nutrition for children. The government also aims to provide funds for setting up 10-bed hospitals in rural areas. Around 77 lakh families are estimated to benefit from health scheme he added. Meanwhile Chief Minister Shivraj Singh Chouhan tweeted that Indore and Bhopal Metro project will start this year. इंद र और भ प ल में मेट्र रेल पर य जन क शुभ रंभ इस स ल क य ज एग #MPBudget2018#NayaMP CMO Madhya Pradesh (@CMMadhyaPradesh) February 28 2018 Malaiyya said Madhya Pradesh s growth rate recorded is higher than the national average. Congress general secretary and the party s Madhya Pradesh in-charge Deepak Babaria has created a flutter within the party by suggesting an age ceiling and application fee for candidates be put in place ahead of Assembly elections in the state scheduled for later this year. Addressing a recent meeting in Jabalpur the Congress MP urged party leaders aged over 60 to stay away from contesting Assembly elections in Madhya Pradesh. He also said contestants seeking a ticket pay an application fee a non-refundable amount that will get deposited in the party fund to be utilised for election campaigning. However over two dozen Congress MLAs have registered their protests before the party. Alarmed at Babaria s suggestions a group of MLAs and MPs have decided to meet Congress president Rahul Gandhi and seek redressal. It s a very serious matter. If there s a cap on contesting Assembly election for candidates above 60 a large number of winnable candidates many of whom are sitting MLAs and senior leaders will be rendered ineligible. Many of them have been winning continuously for over three terms. If they aren t allowed to contest it will work in BJP s favour. It s after a long time that the Congress is gaining a foothold in the state and such pre-conditions would only prove detrimental a senior Congress MLA told Firstpost on condition of anonymity. If the situation isn t sorted at the state level we ll meet Rahulji in Delhi the MLA added. Congress leader Dipak Babaria. Firstpost/Debobrat Ghose If the suggestion is implemented it will render a large number of party leaders including sitting and former MLAs redundant. It will also affect senior leaders from the Madhya Pradesh Congress including former chief minister Digvijaya Singh former Union minister Kamal Nath and leader of Opposition Ajay Singh. Apart from them tribal leaders who have a firm stronghold over their respective constituencies like Kantilal Bhuria Nanhe Singh Dhurve Mangilal Maravi and some prominent faces like Vidhan Sabha deputy speaker Rajendra Singh ex-minister Dr Govind Singh Mukesh Nayak Arif Aqueel Raja Pateria Hazarilal Raghuvanshi Sajjan Verma etc would all find themselves unable to contest the upcoming polls. However Babaria has justified his proposal saying a cap on the age of a contestant would give an opportunity to younger and fresher faces. On 17 February the highest decision-making body of the Congress the Steering Committee which replaced the previous Congress Working Committee till the formation of a new one held a meeting where both Sonia and Rahul Gandhi had emphasised on getting fresh faces into the committee as well as to different organisations of the party. Right from the beginning when Rahul took over as Congress president the thrust has been on getting fresh faces into the party. The party has even begun appointing new candidates in states as panellists to appear on news channels as spokespersons as social media coordinators etc. It was only a suggestion. I requested those above 60 and those who have contested three Assembly elections or more to vacate their seat for a younger generation. Let newer faces get an opportunity. There are many workers who have been serving the party for a long time but can never get the opportunity to contest an election. If the older generation can make way for them it will energise the party and aspire others to aim higher Babaria considered a confidant of Rahul Gandhi told Firstpost. I have even told senior members that if they are confident of their ability they should contest the Lok Sabha elections and become MPs. However he added It s not a sacrosanct rule that those above 60 or those who have won three terms will absolutely not be allowed to contest. Taking a final decision is up to the party s central election committee and its top leadership. One may recall that the incumbent BJP government of Shivraj Singh Chouhan had also imposed a age ceiling of 75 something that led to the ouster of former chief minister Babulal Gaur the then minister of home department and also Cabinet minister Sartaj Singh. However the clause was cancelled when BJP president Amit Shah visited Bhopal in August last year. Babaria s second suggestion was that any candidate seeking to contest the Assembly polls should deposit Rs 50 000 as an application fee. This would be deposited in the party fund and will be used for campaigning. A Congress office-bearer said the party receives between 5 000 and 7 000 applications for the 320 seats in Madhya Pradesh most of them from urban and premium seats. Going by Babaria s formula which exempts poor but winnable candidates if Rs 50 000 is collected from 4 900 candidates (100 are exempted) the party would receive Rs 24.50 crore. But will it become a reality? It s only a suggestion. An application fee would mean only candidates serious about contesting will pay up. It s like an elimination process. Irresponsible candidates fill up forms and apply just to try their luck or to act as spoilers for others. This fee would help avoid such behaviour and also help with election preparedness Babaria added. It s the right idea. If a candidate is serious he ll contribute by paying fees. There are many candidates who aren t serious. They fill up their forms just to create a sensation or to create hurdles for genuine candidates. We don t need such candidates said Madhya Pradesh Congress spokesperson KK Mishra. This advice too has drawn severe criticism while some quarters even spread the rumour that Congress party is demanding money to give tickets to interested candidates. A section of Congress leaders already agitated over the proposed age limit has dubbed this suggestion as anti-democratic and said it would be the end of Congress in Madhya Pradesh. Given rising anti-incumbency against the Shivraj Singh Chouhan government and farmer distress in the state the Congress is hopeful of a good showing in the Assembly elections. The top leadership is likely to take a final decision on these two suggestions depending on the results of Kolaras and Mungaoli bypolls the campaigning for which was spearheaded by youth leader Jyotiraditya Scindia. The results will be declared on Wednesday and the Congress has pinned high hopes on these bypolls.
BHOPAL/BHUBANESWAR: The Congress today retained both the assembly seats in BJP-ruled Madhya Pradesh while it lost to the BJD the lone constituency in Odisha where bypolls were held this month. Brajendra Yadav got 70 808 votes while Baisahab Yadav bagged 68 684 a poll official said. In Kolaras Mahendra Yadav polled 82 515 votes and Jain 74 432 ballots the official said. The by-elections of February 24 were necessitated by the deaths of sitting Congress MLAs. The Election Commission said Sahu polled 1 02 871 votes against the 60 938 secured by Panigrahi. Pranaya Sahu of the Congress which had held the seat three terms in a row came third with 10 274 votes and lost his deposit. The by-election was held following the death of three-time Congress MLA Subal Sahu in August last year. The BJD fielded his widow as its candidate while Panigrahi left the BJD and contested from the BJP.

BHOPAL: A day ahead of Madhya Pradesh budget to be presented in the assembly finance minister Jayant Malaiya disclosed that the budget would mainly focus on agriculture health education and employment sectors. Taking a dig at Congress criticism on Prime Minister Narendra Modi s pakoda remark Malaiya said pakoda makers earn more than soot-boot wallas . Pakoda making is also work. Pakoda makers earn more than soot-boot wallas and there is no sarcasm involved retorted Malaiya replying to a query over the controversy. This is the last budget of the current tenure of the Shivraj Singh Chouhan government and development of all sections has been kept in mind. Budget would mainly focus on agriculture health education and employment sectors Malaiya told reporters on Tuesday. Malaiya however ruled out that the government is in favour of waiving farm loans. He said loan waiver is not what farmers want but the opposition Congress. The state government is not in favour of waiving farm loans. This was demanded by Congress leaders who are playing politics. We are focusing on doubling the income of the peasants while trying to generate more employment said Malaiya. The minister however did not react over large amount of farm loans on peasants. A recent survey report of National Bureau of India had disclosed that MP despite winning four agriculture awards has more than 50 lakh farmers under agriculture debts. The report mentioned in the state assembly during discussion stated that farmers in the state have drawn Rs 60 000 crore as loans from various financial institutions which are due for payment.
Nine-time MP from Chhindwara and senior Congress leader Kamal Nath said it is important that the party declare a chief ministerial candidate soon for the Madhya Pradesh election due in December. In an interview to Aman Sharma he said he would back party colleague Jyotiraditya Scindia if he is announced as the CM face. He said he was not ruling himself out but he was not hungry for it. Excerpts: Chief minister Shivraj Singh Chouhan told ET in a recent interview that he would retain power in this year s polls due to his Bhavantar scheme and high agricultural growth on his watch. How do you assess Congress s chances? When CM talks of agricultural growth what he does not talk about is agricultural distress. In MP 75% of people are directly or indirectly engaged in agriculture. The economy of the state is dependent on agriculture. Agriculture production could have gone up due to better seeds and better irrigation but at the end of the day the question is what price the farmer gets in his hand what he takes home. That is the crucial thing and that is what is in great distress. As far as 2018 elections in MP are concerned every section of society is unhappy youth unemployment is at its peak. Even the jobs of those who are retiring are not being filled up forget about creating more employment. More jobs have been lost than jobs created. All the sloganeering and schemes of crop insurance have been disastrous no farmer has got insurance though insurance companies have made a lot of profit. Bhavantar is a scheme which entails that the farmer has to lose Rs 250-300 per quintal. No farmer is happy with it. Traders are unhappy over GST and demonetisation. Government employees are protesting shaving their heads and out with begging bowls. This politics of gimmickry and sloganeering stands exposed. Is the Congress house in order in MP? There is a perception of infighting among the senior leaders in the state. I think this perception that Congress leaders keep on fighting is more in the media. I don t see any disunity among the leaders at all. There is coordination and this will only improve in the next couple of months. Of course we need to put our house in order and we are in the process of doing it. You had stated a few months ago that Jyotiraditya Scindia should be declared the party s CM candidate Well I had answered a question as to whether I had any objections to Mr Scindia becoming CM. I said I had no objections. That was my answer. And I certainly have no objections. If Mr Scindia is announced as CM candidate I will welcome it. Do you think the announcement on CM face should come sooner than later? Yes it will because the first thing is to get our house in order. The CM candidate announcement is important it should come. We should also put our house in order at the district and block levels so that all is functioning properly. Are you ruling yourself out as CM face? I am not ruling myself out but I am not hungry for it I am not looking for it. I am simply saying that whoever is announced I am going to back him. Anybody can be announced as the leader I will be quite happy to back him. Digvijaya Singh has been on a Narmada yatra for five months now. Will it help the party? Of course. Digvijaya Singh has gone the workers have been mobilised the public has come out. What Digvijaya Singh has done I consider it humanly impossible. What he has done is phenomenal and it will certainly help the party. Can Digvijaya also be the CM candidate? I don t know. This only Mr Rahul Gandhi can answer. Can Rahul Gandhi challenge Narendra Modi in the 2019 general election? Will he https://www.scca.com/kkabhi be your prime ministerial face? Rahul Gandhi will be our face for the 2019 election. Whatever people may say about him or the propaganda BJP spreads about him will stand exposed. We must not forget that in 2004 Mrs Sonia Gandhi was the most vilified political person Sushma Swaraj had said she would shave her head someone said he would become an NRI or leave politics. She had then taken on Atal Bihari Vajpayee who was a much-loved prime minister and she made Mr Vajpayee sit at home. That is the Indian electorate. BJP must not forget that. I see Mr Rahul Gandhi as a very effective and strong face for Congress leadership in 2019. Let us not think of these glorified urban centres that pass opinions in the social circles of Delhi without knowing anything happening in the country. I think as time moves in a couple of months the assurances given by BJP prior to the 2014 election will stand exposed. They have been unfulfilled. There is great restlessness among the people. The enthusiasm with which they voted for BJP in 2014 is no more there. The voter is much smarter this time. An Indian voter does not mind being disappointed but he does not want to be cheated. Will Rahul Gandhi be able to build a large coalition in 2019 as Sonia Gandhi did? If required certainly a larger coalition can be built because other non-BJP parties have seen BJP and they themselves will look forward to a coalition so that BJP is kept out. Rahul Gandhi can definitely build a good coalition. The Akalis are already unhappy. Also there are two kinds of coalitions prepoll and post-poll. In 2004 we had a pre-poll coalition with DMK and with others we had a post-poll coalition. So you have to look at the nature and circumstances at that time.

India calls claims it was involved in Jaspal Atwal affair 'baseless'

India s GDP grew 7.2% in the third quarter surpassing expectations and wresting back the mantle of fastestgrowing economy from China on the back of a rebound in industrial activity especially manufacturing and construction and an expansion in agriculture. China grew 6.8% in the quarter and is expected to grow at that pace for the full year. Experts also pointed to the growth in gross fixed capital formation (GFCF) as a sign that investment which has been a laggard may be resurgent although the slowing of private consumption was a concern. The numbers indicated that the economy had shaken off the effects of demonetisation and come to grips with the goods and services tax (GST) they said. India s FY18 growth projection was revised marginally upward to 6.6% from 6.5% estimated earlier compared with 7.1% in FY17 according to data released by the ministry of statistics and programme implementation on Wednesday. Second-quarter growth was revised to 6.5% from 6.3% earlier. Economists had estimated December quarter GDP growth at 6.5-6.9%. Robust growth in manufacturing and significant acceleration in construction mark a turnaround in the country s economic growth momentum the finance ministry said in a release. Heralding an improvement in the investment climate real gross fixed capital formation is estimated to grow at a robust http://www.chictopia.com/kkflipkart 7.6% for 2017-18 accelerating from 6.9% in Q2 2017-18 to 12% in Q3 2017-18. The revival theme was backed up by core sector growth which picked up pace in January following an uptick in sectors including cement electricity coal refinery products and steel indicating a strong start to the last quarter of FY18. The combined index of the eight core industries rose 6.7% in January 2018 compared with 4.2% in December 2017 according to data released separately by the government. India s manufacturing activity meanwhile fell to a four-month low in February but remained firmly in the expansion zone as firms raised staffing levels according to the Nikkei India Manufacturing Purchasing Managers Index (PMI). It s the seventh consecutive month that the index has remained above the 50-point mark which separates expansion from contraction. The index touched a 60-month high of 54.7 in December. The current growth rate reflects that reforms by the government have started showing results Bibek Debroy chairman of the Economic Advisory Council to the Prime Minister said. The GDP trend is consistent with the robust growth of PMI Index of Industrial Production (IIP) and consumer demand he said adding Higher growth in industries services and central government spending to aid further growth. Manufacturing grew 8.1% in the third quarter and is projected to expand at 5.1% for the full year compared with 7.9% growth in FY17 indicating that factories and companies have come to terms with GST which was put in place on July 1. The Reserve Bank of India will likely keep rates unchanged said DK Pant chief economist India Ratings a Fitch Group Company. Beyond that it will consider factors such as the monsoon banks bad loans and oil prices he said. While a 12% growth in fixed capital formation pulled up GDP growth the need of the hour is how we can nurture this budding investment revival with conducive policies he said. However an area of concern is the decline in private consumption growth to 5.6% in 3QFY18 from 6.6% in 2QFY18. Ind-Ra believes growth momentum will spill over in FY19 and the GDP growth will be 7.1%. The next meeting of the RBI monetary policy committee will take place in early April. GOVT SPENDING UP The GFCF number reflected stepped-up government spending that will crowd in money from non-state sources another expert said. Though excellent GDP numbers have come on the back of the low base of Q3FY17 (demonetisation quarter) it signifies that the economy is recovering and expanding at a reasonable speed before picking up the pace in the near future said Arun Thukral CEO Axis Securities. Also growth in gross fixed capital formation (GFCF) in nominal terms is indicative of increased investment happening especially from the government side which eventually will lead to higher private spends over the next 12-18 months. Growth started to pick up in the July-September quarter within the April-June period due to destocking in the run-up to the GST rollout and the lingering impact of demonetisation. The Economic Survey had projected that a series of major reforms undertaken over the past year will allow real GDP growth to rise to 7.5% in FY19 thereby reinstating India as the world s fastestgrowing major economy. Some experts said India could exceed the International Monetary Fund s 6.7% GDP growth estimate for the current year if the recovery trajectory improves even further possibly allowing it to retain the fastest-growing economy title. There is quite a lot of project activity on ground led by government investment which has shown traction and feeds through to manufacturing said HDFC Bank chief economist Abheek Barua. This might be a sustainable growth path. We are beginning to see an upturn in the cycle. The probability of revising FY19 growth number has increased. The IMF projects India s GDP to grow at 7.4% in FY19 and 7.8% in FY20. The last time India grew faster than China was in October-December 2016 Reuters said. The significant improvement in GDP growth strengthens the perception that the Indian economy is at the threshold of a sustained rebound in growth said Confederation of Indian Industry director general Chandrajit Banerjee. Manufacturing and some services sub-sectors are the key drivers of growth during the quarter. Anil Khaitan president PHD Chamber of Commerce and Industry said: The GDP growth at 7.2% in Q3 of 2017-18 is inspiring and strong signs of economic revival are visible. Going ahead we believe the growth trajectory should continue to improve as teething problems of GST are almost over and the economy is looking up once again.
By: ENS Economic Bureau | New Delhi | Updated: March 1 2018 6:57 am Indian economy grows at 7.2 per cent in October-December quarter this fiscal. Related News India s growth pace for October-December quarter could top China s rate: reportAcross the aisle: Truth post-truth and again the truthThe 6.5% warningTHE COUNTRY S gross domestic product (GDP) grew at the fastest pace in five quarters at 7.2 per cent in October-December as against 6.5 per cent in the previous quarter and 6.8 per cent in the same period last year helped by a sharp pickup in the services sector and a rebound in agriculture and manufacturing. The second advance estimate released by Central Statistics Office (CSO) on Wednesday showed that the overall GDP growth rate for 2017-18 is estimated to inch up marginally to 6.6 per cent from the first advance estimate of 6.5 per cent released last month but would be the lowest growth in four years. GDP growth rate for July-September was revised upwards to 6.5 per cent from the earlier estimate of 6.3 per cent according to the data released. The country had recorded GDP growth of 7.1 per cent in the previous financial year. Manufacturing construction financial services and agriculture were among five of the eight sectors that recorded a pickup in GVA growth in October-December as compared to the previous quarter. Mining electricity and trade communication were the sectors that bucked the trend. The GVA growth for the third quarter also benefitted from a favourable base effect given that October-December 2016 was the first quarter to be hit due to demonetisation. A perceptible increase in two components of GDP based on expenditure Gross Fixed Capital Formation (which is a proxy for private investment) and valuables (including gold and precious stones) was sharply evident in the surge in growth during the third quarter. Gross Fixed Capital Formation was up 12 per cent in the third quarter as against 8.7 per cent in the same period last year. For the full year it is expected to decelerate to 7.6 per cent from 10.1 per cent last year. A sharp increase was also seen in valuables which grew 40.8 per cent in October-December over the same period the previous year. Economists attributed this rise to preference of savings in them in a low interest rate regime. The rise in share of valuables is an area of concern. A trend of high gold imports could be indicative of the shift in savings towards valuables. Gold imports are now approximately in the range of 950-1 000 tn in a year a level which was seen earlier when people invested in gold during high inflation period but the trend seems to be continuing even now said India Ratings Chief Economist D K Pant. A 12 per cent growth in fixed capital formation pulled up GDP growth the need of the hour is how we can nurture this budding investment revival with conducive policies. However an area of concern is decline in private consumption growth to 5.6 per cent in Q3 of FY18 from 6.6 per cent in Q2 in FY18 Pant added. The advance estimate for Gross Value Added (GVA) the more closely watched indicator for growth is estimated at 6.4 per cent in 2017-18 up from 6.1 per cent in the first advance estimates but down from 7.1 per cent in the previous financial year. The GVA growth for 2017-18 is marginally lower than the 6.6 per cent growth rate projected by the Reserve Bank of India (RBI) in its sixth bi-monthly monetary policy review. The GVA growth rate for April-December the first nine months of this financial year slowed to 6.2 per cent from 7.5 per cent in the previous year the CSO data showed. In the October-December quarter financial real estate and professional services recorded a marked improvement with the sector s GVA growing at 6.7 per cent from 2.8 per cent in the same period last year. Construction also showed a sharp uptick with GVA growth of 6.8 per cent in October-December as against 2.8 per cent the previous year. Manufacturing retained the same level of growth of previous year at 8.1 per cent during October-December. Mining and quarrying slumped into negative territory with GVA growth of (-)0.1 per cent in October-December from a double-digit growth rate of 12.1 per cent in the same period last year. Though the agriculture sector recorded an improvement in GVA growth to 4.1 per cent in October-December from 2.7 per cent in the previous quarter the growth rate was sharply lower than 7.5 per cent in the same period in 2016-17. The Finance Ministry said in a statement that the second advance estimates released by the CSO indicate a broad-based and significant acceleration of real economic activity as projected in the Economic Survey. It said the growth acceleration has been sectorally broad-based with manufacturing growth estimated at 8.1 per cent for Q3 2017-18 up from 6.9 per cent in Q2 2017-18; construction growth at 6.8 per cent in Q3 2017-18 up from 2.8 per cent in Q2 2017-18; and services growth projected to accelerate to 7.7 per cent in Q3 2017-18 from 7.1 per cent in Q2 2017-18. Such robust growth in manufacturing and significant acceleration in construction mark a turnaround in the country s economic growth momentum the ministry said. KOLKATA: Former president Pranab Mukherjee today expressed hope that India s economy will inch towards 8 per cent growth in 2018-19 fiscal and onwards. Mukherjee however said that to sustain such a growth rate for the longer term the country will need to address issues like employability for the youth and boosting the rural economy. It may be in 2018-19 and onwards it (India) will move towards 8 per cent annual GDP growth if there is no eventual setback from unexpected quarters he said at a session organised by the Calcutta Chamber of Commerce here. Mukherjee said the agriculture sector needs focus along with allied areas like rural infrastructure rural health rural education rural sanitation and rural housing. He said empowering the growing young population of India and preparing them for employability was of paramount importance. In a short of span of time 48 per cent of India s population is going to be below the age of 40 ... unless you give them employment enhance employability train them make them available to the world labour market ... this is a challenge in the growth of GDP on a sustainable basis the former finance minister said. Mukherjee exuded confidence that the Indian economy has the resilience to address challenges find out appropriate solutions and take corrective measures. But mere policy formations are not adequate it needs effective implementation he added.
BHOPAL/ BHUBANESWAR: Congress on Wednesday managed to retain Mungaoli and Kolaras assembly seats in byelections in Madhya Pradesh though with vastly reduced margins compared to the last polls despite chief minister Shivraj Singh Chouhan and the entire top rung of his cabinet camping in these constituencies for several days. However in Odisha Congress not only lost its sitting seat in the bypoll to the ruling BJD but was relegated to the third position after BJP. Coming just a few months ahead of the assembly polls which are due in Madhya Pradesh in November Chouhan had made the bypolls a prestige issue. As many as 21 of the total 36 ministers campaigned for several weeks in the two seats situated in the stronghold of Jyotiraditya Scindia one of the aspirants in Congress for the CM s post. BJP came gut-wrenchingly close to snatching a win in these seats which are part of Scindia s Lok Sabha seat Guna. Congress s vastly reduced victory margins just 2 124 votes in Mungaoli and 8 083 in Kolaras down from 20 765 and 24 952 respectively in 2013 indicate how BJP s sheer organisational strength is a force to reckon with in the November polls. It s also a pointer that Congress needs to get its flock together. While Chouhan was doing up to 12 roadshows a day Scindia was left fighting a lone battle. Kamal Nath joined him on the very last day of campaigning. The bypolls were billed as Shivraj vs Maharaj (Scindia) fight and the Guna MP single-handedly took on the entire might of a government entrenched for 13 years the CM and his heavyweight ministers and BJP s organizational strength. Congress workers celebrated the victories as a morale booster ahead of the big final. After the wins in Ater and Chitrakoot bypoll last year and strong showing in civic elections in Badwani-Dhar in January Congress sees the Mungaoli and Kolaras victories as a sign of turnaround. However Chouhan told reporters in the assembly that BJP has fared much better in the bypolls compared to 2013. These were Congress seats and the margin of victory has decreased. That too when BSP did not field its candidates and Congress benefited from it.
NEW DELHI: India s manufacturing activity declined to a fourmonth low in February but remained within the expansion zone with companies upping hiring a private survey showed on Wednesday. The Nikkei India Manufacturing Purchasing Managers Index (PMI) fell to 52.1 in February from 52.4 in January. In December 2017 the index had touched a 60-month high of 54.7. This is for the seventh consecutive month that the index remained above the 50-point mark which separates expansion from contraction. It was promising to see that India s manufacturing sector remained in growth territory as the impact of July s Goods and Services Tax continues to dissipate said Aashna Dodhia economist at IHS Markit and the author of the report. In response to greater production requirements companies raised their staffing levels during February. Although modest the pace of job-creation was slightly faster than January. On the prices front the survey said that cost inflation accelerated to the sharpest since February 2017 adding to expectations that inflationary risks will continue over the coming months. IHS Markit upgraded its Consumer Price Index (CPI) forecast to 5.2% for financial year 2017-2018 amid a stronger oil price outlook and growing fiscal risks. Cost inflation accelerated to the sharpest since February 2017 adding to expectations that inflationary risks will continue over the coming months Dodhia said. The survey further noted that Indian manufacturers remained optimistic towards the 12-month outlook for output in February.
MUMBAI: India s crowded music streaming market is all set to make room for another player as Amazon launches its music service in India. Amazon Prime Music which was launched in the United States in 2014 as an add-on to Amazon s video streaming service will be offered as part of its Prime service in India the company said. With this Amazon Prime Music will compete with music streaming apps Saavn Gaana and Apple Music in India. As part of the offering Amazon Prime Music will offer ad-free streaming along with unlimited offline downloads at no additional cost to the existing Prime subscription for users in 10 languages. For its India offering Amazon Music is pulling out all stops to differentiate itself on content against competitors through partnerships with 8 national and over 300 regional record labels as also opening up the global music repertoire for Indian users. To be sure this service is independent of Amazon Music Unlimited that was launched in October 2016 with a catalogue of millions of songs and one which isn t available in India. Amazon Prime Music also will include voice controlled music for customers who do not own the Echo device launched in India recently. Alexa voice controls have been integrated within the music app and will be synced across user devices. Also Read: Tencent leads in Gaana s 115 million funding round The launch of the Prime music service follows the introduction Amazon s video streaming service in India in 2016 for which the company had allotted Rs 2 000 crore. Analysts expect that Amazon like with its video service will invest heavily to stand out in India s competitive but relatively small music streaming market where companies are blurring the lines with record labels by launching their own artists and entertainment shows. However Amazon has ruled out any play in the content creation aspect for India just yet. We have no plans to become a record label and have no plan to do originals. However we continue to work closely with label partners and see what more in terms of musical experiences we can offer Sahas Malhotra Director for Amazon Music India told ET. India s digital music industry is expected to reach Rs 3 100 crore in revenue by 2020 with 273 million online music listeners according to a report by Deloitte last year. In terms of market share Gaana reported crossing 60 million monthly users in January while Saavn recently reported 22 million users. Industry estimates peg the overall number of Prime customers to be around 10 million in India. A competitive pricing metric helped Amazon surpass Netflix in its video offering on Prime with over 6 00 000 viewers for the video service alone. Analysts expect its penetration in the highly competitive music streaming market may be fairly significant through possible exclusive partnership with labels discount offers on Prime and its sheer large user base on the marketplace.
NEW DELHI: Maldives has declined India s invitation to participate in the eight-day-long mega naval exercise Milan beginning March 6. Maldives was invited to join the Milan exercise but they have declined Navy Chief Admiral Sunil Lanba told reporters and indicated that the country may have taken the decision possibly due to the current situation there. They have not given any reason he said. Admiral Lanba was speaking to reporters on the sidelines of an event. The Maldivian Ambassador in Delhi on Tuesday said Maldives declined India s invitation to participate in a naval exercise due to the emergency situation in his country but asserted that the two nations enjoy a history of excellent defence and military cooperation a tradition which they are confident will endure and continue indefinitely. I would like to clarify that the Maldives is unable to participate in the naval exercise during this time due to the current circumstances of a State of Emergency being in effect for those under investigation for serious crimes. During such a time especially security personnel are expected to be at a heightened stance of readiness the envoy told PTI while noting that the participation of Maldives naval officers would have been as observers only. When situations warrant that officers be at their post back at home we have held back on deploying them to participate in exercises and training programs held overseas and as such not being able to participate in the naval https://codepen.io/kkmytata/ exercise at this time is not extraordinary he added. Ties between India and Maldives nosedived after Maldivian President Abdulla Yameen declared emergency on February 5 following an order by the country s Supreme Court to release a group of Opposition leaders who had been convicted in widely criticised trials. On February 21 India had reacted strongly over the extension of emergency by a month. India will host navies from at least 16 countries for the mega naval exercise at the Andaman and Nicobar Islands. The exercise is taking place in the backdrop of China s growing military posturing in the Indo-Pacific region and officials indicated that the issue is likely to figure during deliberations at the event. Officials said China s military manoeuvres in the South China Sea may figure during discussions among navy chiefs of the participating countries at the event. Milan was first held in 1995 with the participation of just five navies. The aim of the initiative was to have an effective forum to discuss common concerns in the Indian Ocean Region and forge deeper cooperation among friendly navies. Milan exercise will be held at Port Blair from March 6 to 13. Asked about the presence of Chinese ships in the Indo-Pacific region an official said The deployment of ships by China s Navy has been since 2008. At any point of time there are 6-8 ships in the region. We monitor them and know what is happening.

Karnataka: Cong govt facilitates ease of doing murder, says PM

Bengaluru: Prime Minister Narendra Modi dubbed the Congress government in Karnataka as a 10% (commission) one which facilitated ease of doing murder rather than ease of doing business at a mammoth rally in Bengaluru s Palace Grounds on Sunday. This is a 10% sarkar. That means they take that much out of every scheme that is implemented. Yahan ulti Ganga behti hai (the Ganga flows backwards here) the prime minister said and listed several schemes including housing roads and smart http://noisefestival.com/blog/firstcry-offers-shopozo cities for which the Centre allegedly had given funds to Karnataka but they were unspent. This is in line with the two-pronged strategy BJP national president Amit Shah has drawn to wrest Karnataka from Congress: corruption charges and allegations of minority appeasement. Shah had alleged that about Rs 1.3 lakh crore of the Rs 2.6 lakh crore allocated to Karnataka had been gobbled up by Congress leaders at a rally in chief minister Siddaramaiah s hometown Mysuru 10 days ago. The state is due for assembly elections in about two months and the two national parties are fighting a trench war as a BJP leader called it to win. Modi on Sunday also referred indirectly to the recent murder of a youth in Bengaluru purported to be a BJP Yuva Morcha worker which the city police claim is a dispute over ganja peddling. This is not a government that supports ease of doing business. It supports ease of doing murder. People are killed here for their political views he said. His allegations prompted a sharp response from Congress state unit president G Parameshwara. The PM should not make such statements or call us a 10% government without giving any proof to back this Parameshwara said. As for the killings only 9 out of the 22 alleged by BJP have a communal angle; the perpetrators have been arrested and cases have been filed against them he said. Modi began and ended his speech in Kannada to cheers a trend popularised by former prime minister Indira Gandhi. But most of his hour-long speech was in Hindi which most of the crowd drawn from several parts of Karnataka appeared not to follow. The crowd did applaud some of the anti-Congress statements made by the PM but the loudest cheer was reserved for his statement that India Under-19 cricket coach Rahul Dravid was from Karnataka. I congratulate Dravid for ensuring the World Cup for the U-19 team. He exemplifies the nature of the Karnataka people to be selfless and supportive. This state should not have such a bad government. We have given a lot of project for this state. If the government here is the same as ours these will get implemented. Vote for a government under (state party president) BS Yeddyurappa the prime minister said. Sections of the crowd began to leave soon after they got a sight of Prime Minister Narendra Modi. There were some Modi Modi chants but even as he began to speak people including party workers wearing sarees in the BJP colours of orange and green began to stream out. All the roads to and from the venue were jammed for at least a couple of hours before and after the rally with people sitting glumly in state transport buses that carried advertisements of Siddaramaiah s achievements jostling for space with banners of Modi and Yeddyurappa.
BENGALURU: A 45-year-old driver with the Karnataka State Road Transport Corporation (KSRTC) was arrested on Saturday morning for driving his sleeper bus for over 70km little realising a dead body was stuck in the undercarriage. This is the most bizarre incident we ve seen so far a senior KSRTC official told STOI adding: We ve heard of accident victims being dragged by buses for 200-300 metres but this has completely baffled us. Mohinuddin attached to the Shantinagar depot drove the non-airconditioned sleeper bus from Coonoor Tamil Nadu to Bengaluru. The victim was unidentified till late Saturday night. Mohinuddin reportedly told police: The bus took the Mysuru - Mandya - Channapatna route to reach Bengaluru. I heard a thud when the bus reached Channapatna which is 70km from Bengaluru and I thought the bus had hit a stone. I couldn t spot anything in the rear-view mirrors too and continued driving. He reached Bengaluru at 2.35am. The bus first went to the Mysuru Road Satellite bus station then to Majestic and the Shantinagar bus station before it entered the bus depot. Mohinuddin parked the bus and dozed off in the rest room. Around 8am the bus was taken for a wash and that s when someone noticed the body stuck in the undercarriage. The Wilson Garden police were alerted. Driver has 10 yrs of experience The deceased is aged between 30 and 40. We shifted the body to Victoria Hospital and alerted policestations on theBengaluru-Mysuru route. We arrested the driver under Section 304A (causing death due to negligence) and 201 (causing disappearance of evidence of offence) of the IPC said an official. Mohinuddin who has 10 years of experience and has an accident-free record said: I never thought a man had come under my bus . One driver said: TheBengaluru-Mysuru road has dozens of speedbreakers. The body should have fallen off the vehicle when the bus went over them. It s shocking it remained stuck to the chassis. Read this story in Bengali
By: Express News Service | Bengaluru | Updated: February 5 2018 7:36 am Prime Minister Narendra Modi with BJP s Karnataka leaders B S Yeddyurappa and S M Krishna in Bengaluru Sunday. (PTI photo) WITH KARNATAKA on election mode Prime Minister Narendra Modi said Sunday that farmers producing vegetables and fruits will be given top priority by his government through the Operation Greens scheme announced in the Union Budget last week. Modi also rolled out a new acronym to match the promise: TOP Tomato Onion Potato. Speaking at a pre-election rally Modi said: Even farmers producing fruits and vegetables are important to us. They have top priority. If you go to any corner of India you will find three vegetables tomato onion and potato. That is why I call it top priority the T of tomato the O of Onion and the P of potato TOP priority. Keeping these farmers in my mind we announced Operation Greens in the Budget. BENGALURU: Solar tariffs rose sharply from their lowest level in the latest solar auction of 860 MW conducted by Karnataka s Renewable Energy Development Ltd (KREDL). The lowest price was Rs 2.94 per unit way above the winning tariffs of Rs 2.47 and Rs 2.44 per unit at the last two auctions in Rajasthan in December and May last year respectively. Though Karnataka gets lower solar radiation than Rajasthan and the winning tariff was expected to be consequently higher the 50 paise per unit rise is striking. It confirms the view of many developers and lenders that bidding in the last few solar auctions had been too aggressive and some correction was likely more so because the cost of solar panels and modules has been rising in China. Around 90% of solar equipment used in India is imported mostly from China since it is substantially cheaper than the locally manufactured variety. But the increase is also a pointer to the difficulties the solar segment has lately been facing. A recent re-classification of solar panels and modules by the Central Board of Customs and Excise has subjected them to 7.5% import duty apart from various kinds of cess while formerly they were in a category whose import was free. In early January the Director General Safeguards also recommended imposing an additional whopping 70% duty on imported solar panels and modules on the ground that they were causing serious injury to domestic manufacturing. Though the recommendation is preliminary and yet to be implemented there is palpable worry among developers about the impact this would have on their financials and future tariffs.. The location of the 860 MW auctioned was distributed across 43 talukas of Karnataka with 660 MW across 33 talukas auctioned under the open category where imported equipment is allowed and 200 MW across 10 talukas under the domestic content requirement (DCR) category where only locally made modules are permitted. The lowest bids in the open category were by Acme Solar in Kudligi taluka and Shapoorji Pallonji at Jagalur taluka both seeking Rs 2.94 per unit. The highest bid was Rs 3.34 per unit by Asian Fab Tech in Doddabellapur taluka. Most of the winning bids across different talukas were above Rs 3 per unit. Of the nine winners the biggest was Shapoorji Pallonji Infrastructure Capital with 185 MW followed by Acme Solar with 106 MW and ReNew Power with 99 MW. The other winners were Asian Fab Tech with 85 MW TEP Rooftop Solar India with 55 MW Greenko with 45 MW Eklade Solar with 35 MW Rays Infra with 30 MW and and Max Planck Solar Farms with 20 MW. In the DCR category which has been plagued by several problems the results of 100 MW across five talukas were withheld. Sources claimed they had not received bids at all. For the remaining 100 MW across another five talukas the winning tariffs were predictably much higher than in the open category. Emmvee Photovoltaic Power got 80 MW across four talukas with bids between Rs 3.52 and Rs 3.54 per unit while the remaining 20 MW went to Svarog Global Power at Rs 3.54 per unit. Thus effectively only 760 MW were auctioned across 38 talukas. KREDL had set a base price of Rs 3.57 per unit for the auction. In Karnataka s last solar auction in March 2016 of 1 200 MW across 60 taukas the benchmark tariff had been Rs 6.51 per unit. Winning bids had varied between Rs 4.69 and Rs 5.81 per unit.

Pro-Kannada organisations called off the bandh in Bengaluru on Sunday which was meant to coincide with Prime Minister Narendra Modi s election rally in the city after the Karnataka High Court on Friday termed it unconstitutional . The high court stayed the bandh called by pro-Kannada farmers groups in the city on Sunday on the Mahadayi water dispute issue. Passing an interim order a division bench of acting Chief Justice HG Ramesh and Justice PS Dinesh Kumar asked the Siddaramaiah government to take appropriate steps to prevent breakdown of law and order on that date. The same pro-Kannada organisations had called for the shutdown last week during BJP chief Amit Shah s visit to the state. The protesters will instead observe a black day on Sunday reported News18. File image of protest in Bengaluru. Ayswarya Murthy/101Reporters The high court bench observed that the bandh calls given by Kannada Chalavali Vatal Paksha on 25 January and 4 February violate(s) the democratic rights of citizens . The bandh was called to protest the inaction by the central and state governments to resolve the Mahadayi river water sharing row. Earlier the prominent judgements of Supreme Court had declared bandhs by political parties and others as unconstitutional and hence it is appropriate for this honourable court to adhere to the order as it violates the democratic rights of the citizens the bench observed. The petition was filed by Bengaluru-based Shraddha Parents Association seeking a direction from the court to term the bandh calls unconstitutional. The bench also considered the petitioner s submission that bandhs resulted in loss to the nation in so many ways other than damaging public or private properties. The petitioner also sought a direction to government to take steps to prevent initiation of bandhs by any organisation. Politicians bicker Speaking to News18 Kannada leader and ex-MLA Vatal Nagaraj who called for the bandh on Sunday said: The people of Mumbai-Karnataka region have no drinking water. BENGALURU/CHENNAI: Karnataka Chief Minister Siddaramaiah is under pressure from neighbouring Tamil Nadu to release water from the disputed river Cauvery an issue that could affect the Congress party s prospects in the 88 seats in the Old Mysuru region. Tamil Nadu Chief Minister Edapadi Palaniswamy s office has asked for an appointment with Siddaramaiah to pressure him to release more water to save their samba (rice) crop. About two weeks ago Palaniswamy had written a formal letter on the same subject and Siddaramaiah had decisively said there was insufficient water in his state s reservoirs to release any more. Congress holds 40 of the 88 seats in Old Mysuru where the main water source is the Cauvery. Their main rival in the region former Prime Minister HD Deve Gowda s Janata Dal (S) has been insisting that only a regional party like theirs would protect state interests and that both the BJP and the Congress had to factor in national interests in the water wars. This pressure from Tamil Nadu just two months before our Assembly elections is quite suspicious. It seems like an attempt to show Siddaramaiah in a bad light. We suspect there might be a BJP hand from the Centre behind the TN moves a senior Congress leader and colleague of Siddaramaiah who did not wish to be named told ET. This is in the backdrop of reports that the https://in.usgbc.org/people/raj-nadh/0011221775 BJP is intervening in the affairs of the crisis-hit ruling AIADMK government in Tamil Nadu. Senior Tamil Nadu minister D Jayakumar who participated in the emergency meeting convened to discuss the delta region water crisis told ET It is the responsibility of the government to represent farmers anguish. Farmers are facing a crisis and they are protesting to ensure that Karnataka releases water in stages throughout the year as agreed upon. The CM and all senior ministers have decided to demand what is our right from the Karnataka government and it is their (Karnataka government s) duty to give what is meant to be given to us. We have sought an appointment with the Karnataka chief minister and we hope they will give us what is rightfully ours. The Cauvery issue is coming up for a final decision in the Supreme Court in the first half of February. Siddaramaiah is holding out on the release of water in line with the 2007 verdict in the hope that Karnataka s prospects improve. A negative decision will impact the Congress help the JD(S) and also the BJP s prospects in Tamil Nadu another Congress leader in Karnataka pointed out.

BJP in Bengal not disheartened by bypoll results

You are asking about the impact of the budget but take a look at the election results in Rajasthan remarked a Bharatiya Janata Party minister when asked to comment on Finance Minister Arun Jaitley s budget speech that was delivered on Thursday. The Union minister was referring to the crushing blow dealt to the ruling BJP by the Congress in three bye-polls in Rajasthan whose results were also declared on Thursday. The Congress wrested the Mandalgarh Assembly seat and the Alwar and Ajmer Lok Sabha seats from the BJP with huge margins. The results took the shine off Jaitley s last full-fledged budget which was clearly aimed at shoring up the BJP s support base in rural areas that have not responded positively to the Narendra Modi government s policies as seen in the recent Gujarat Assembly elections.Predictably the bye-poll results have left the Congress upbeat. The party was quick to http://kkfirstcry.host-sc.com/ declare that the electoral outcome was a clear pointer to the growing disillusionment of people with the Modi government. Though it is still early to say whether the results reflect the mood across the country there is no doubt that they have dampened the spirits of the ruling party.BJP ministers put up a brave face in public saying the results were on expected lines. But privately party MPs pointed out that the defeat could not be dismissed as a temporary phenomenon. After all they said the BJP had swept Rajasthan in the last Lok Sabha and Assembly polls virtually pushing the Congress out of the race. The fact that the Congress had bounced back with a huge margin was a matter of concern for the BJP rank and file especially since bye-polls are usually won by the incumbent.Party members were particularly worried with these results for another reason. They said that it showed that the BJP s communal agenda has its limitations and cannot always guarantee a win. Over the last four years Rajasthan has come to be viewed as the new Hindutva laboratory of the BJP and its ideological mentor the Rashtriya Swayamsevak Sangh. The state has witnessed an increasing number of hate crimes against the Muslim minority while concerted efforts have been made to propagate the RSS worldview in schools and colleges since Chief Minister Vasundhara Raje came to power in 2013. Poll budget The Modi government s last full-fledged budget before the next Lok Sabha polls was also the subject of animated discussion. The effort it made to appease the rural poor small and medium enterprises and farmers has fuelled speculation that the 2019 general election could be advanced to be held along with Assembly elections in Rajasthan Madhya Pradesh and Chhattisgarh due at the end of this year. Arun Jaitley announced everything in his budget speech except the date of the next election said a BJP minister. Maybe he forgot to read the relevant paragraph. There has already been considerable chatter in recent weeks that Modi could call for early general elections. Now there is a growing belief among some BJP leaders that the Rajasthan bye-poll results could propel the party leadership to choose this option instead of allowing anti-incumbency to build up further. The possibility of an early poll has added to the woes of ruling party MPs who are not happy at the prospect of their five-year term being cut short. Not everybody is sure of winning their seat again. Worse there is no certainty that the BJP will even give them a ticket in the next election. Last time many of us won because of Modiji s appeal said a worried BJP Lok Sabha member from Uttar Pradesh. This time we are not sure as many state governments are facing anti-incumbency. (Photo credit: PTI). Promises not enough While admitting that Modi s charisma remains undiminished there is no certainty that the budgetary sops announced on Thursday will reach the intended beneficiaries by the time the elections are called.Even as BJP leaders led by Prime Minister Modi BJP president Amit Shah and Jaitley ably assisted by party spokespersons extolled the virtues of the budget on Thursday the party rank and file was not impressed. Farmers do not get carried away with grand announcements said a BJP minister. They will only be impressed when they actually get the benefits of these schemes. He said that the government will have to first put in place the necessary infrastructure and the delivery mechanism before people can benefit from various schemes which is not possible in the short time available to them. A senior BJP minister said though serious attempts have been made to address agrarian distress there is no clarity about the availability of the funds. It is the same story he said with regard to the ambitious health scheme unveiled by Jaitley which promises Rs 5 lakhs a year for each of the targeted 10 crore families for secondary and tertiary care hospitalisation. The Congress was quick to pan the budget with former finance minister P Chidambaram pointing out that its proposals are a big let down . Given the picture painted in the economic survey he said it was expected that the budget would be bold and radical with adequate provision of funds but this was not the case. An upbeat Sushmita Deb Lok Sabha MP and Mahila Congress chief summed the budget up in one line This budget is an admission by the BJP that it is losing. Responding to Naidu s expression of disappointment over the Union Budget proposals for 2018-19 not addressing the needs of Andhra Pradesh Madhav said There seems to be some kind of unhappiness we will talk it out. TDP is an old ally of the BJP. We will talk it out with them and will tell them we are committed to the interests of Andhra Pradesh. Madhav further said We at the BJP are committed not only to address the TDP s concerns with regard to the Budget proposals but also all other issues of concern that it may have. We will convince Mr Naidu and the TDP not to think of severing their ties with the BJP or the NDA. They are a valuable ally. Madhav s response came days after a disappointed Naidu summoned an emergency meeting of his party to decide on the future course of action with regard to the TDP s association with the Bharatiya Janata Party. An upset TDP pitched its senior leader and union minister Y S Chowdhary to tell the media in no uncertain terms that it was unhappy over no monetary allocation for Andhra Pradesh on many issues such as Polavaram project funding for the new state capital of Amravati making Visakhapatnam a zonal railways headquarters and clearance for the Kadappa steel plant project. Chowdhary had February 1 warned that the TDP had three options before it namely (1) either try and continue the alliance (2) make their MPs resign and (3) simply terminate association with the BJP and the NDA. He said that the TDP executive would in all probability meet on Sunday to take a final decision on the matter. It has been reported that TDP MPs have been called to Vijayawada for a meeting at 10:30 a.m. on Sunday morning. Last week Naidu had issued an ultimatum to the BJP about chart its own course if the BJP did not wish to continue with the alliance. The TDP is the BJP s largest political ally in southern India. Its warning came shortly after another disgruntled ally the Shiv Sena publicly slammed the BJP for treating its allies improperly and threatened to sever the partnership. The TDP is of the view that the 2018 Budget proposals are anti-people and corporate friendly and a betrayal of the interests of Andhra Pradesh. It has said that its concerns are of a serious nature and need to be addressed effectively and promptly. The TDP which has been an ally of the BJP and a member of the NDA between 1998 and 2002 and again since 2013 to the present is reportedly looking at a political alternative in the run-up to the 2019 general elections. It is being reported that the party and Chief Minister Naidu have already carried out an assessment of the pros and cons of a split with the BJP. Meetings have reportedly been taking place between the leaderships of the two parties but as of now the options are few and far and if the TDP s demands are not met it could withdraw its members from the union cabinet as a first step. To improve his vote share Naidu is eyeing the sizeable minority vote in the state. Last time the Muslim vote had gone to the YSR Congress as the Congress party was seen as a weak rival to keep the BJP away. The BJP is reportedly concerned about gaining a toehold in South India.
