Listing out the farmer-centric announcements by his government in the Budget Modi said it was important to connect rural retail markets with wholesale and global ones. The PM also said farmer produce organisations (FPOs) had been given income tax relief on the lines of cooperative societies. Now the launch of an e-marketing portal for organic products will increase the benefits. He said besides the green (farm) and white (milk) revolutions there was a need for organic and water revolutions for better management of the resource. The government is working to ensure that farmers get the latest seeds and sufficient electricity as well as right prices for their produce and that they do not face any problem in accessing markets Modi said. Agriculture minister Radha Mohan Singh who was also at the event said farmers who have joined politics and were raising issues should also make their peers aware of government initiatives.
NEW DELHI: In an apparent attack on opposition parties Prime Minister Narendra Modi on Saturday said confusion is being spread about the budget decision to fix MSP for crops at least 1.5 times the production cost and assured farmers that all major costs incurred will be included while declaring the support price. The Centre is already working with state governments to ensure that farmers get the benefit of the declared Minimum Support Price (MSP) he said. Addressing a three-day Krishi Unnati Mela 2018 here PM Modi also appealed to farmers not to burn crop residues so as to curb pollution. Besides he asked farmers to grow more oilseeds to reduce dependence on import of cooking oil as also to cut urea consumption by at least half by 2022. In the Union Budget 2018-19 the government took a decision to ensure right prices to farmers for their produce he said. It has decided that for all notified crops MSP will be at least one and a half times the cost Modi said. Many people are spreading confusion and creating an atmosphere of despair regarding the government s MSP decision he said while sharing the detail of components to be considered while determining the cost of production for fixing the support price. The cost of production will include elements such as hired labour expenses on their own or rented machinery as well as livestock cost of seeds and fertilisers expenses on irrigation revenue being given to state government interest on working capital and rent of leased land among others he said. It will also include labour put by farmers and their family he said. This is an important decision related to the income of hardworking farmers. Finance Minister Arun Jaitley had said that the government will consider A2 FL which includes paid out costs on inputs and imputed value of family labour. However a section of farmers organisations have been demanding the comprehensive cost (C2) that also includes imputed rent and interest on owned land and capital over and above A2 FL. After the Prime Minister s speech today when contacted Niti Aayog member Ramesh Chand said What the PM talked about was A2 FL. He shared the components of the cost. It is a comprehensive subject and not many people know about it. The PM tried to explain in detail. Stating that the government is working to strengthen agri-marketing in a big way Modi said the efforts are being made to link rural mandis to APMC wholesale markets to the global market to enhance farmers income. In the recent Budget Grameen Retail Agriculture Markets have been envisaged. 22 000 rural haats will be upgraded with the necessary infrastructure and integrated with APMC and the e-NAM platform he said. Farmers can market their produce in a better way through Farmers Producer Organisations (FPOs) which has been exempted from income tax on the lines of cooperative societies in the Budget he added. Modi who also launched e-marketing portal for organic products said this platform is a new chapter in agri-marketing reform. This will be a huge benefit to farmers. To reduce input costs the government has taken various steps like soil health card and neem coating of urea besides completing pending irrigation projects with an outlay of Rs 80 000 crore. Stating that the farm sector is facing challenges affecting farmers income he said the government is working with a holistic approach to deal with these challenges and is committed to double farmers income by 2022 and making their lives easier. He pitched for beekeeping solar farming organic farming bamboo cultivation and biowaste management to supplement income and also appealed farmers to stop crop burning by adopting farm machinery. For the farmers welfare Modi said that the centre has framed many model acts and urged the states to implement them. Government is making all out efforts to ensure that farmers get latest seeds required electricity do not face any problem in market access and get right prices for their produce Modi said. He inaugurated the Jaivik Kheti (organic farming) portal and laid the foundation stone of 25 KVKs (Krishi Vigyan Kendras) taking the total centres to 700 in India. He also conferred the Krishi Karman Award and Pandit Deen Dayal Upadhaya Krishi Vigyan Protsahan Puruskar. More than 800 stalls have been set up by the central and state governments and various other organisations in this fair. The fair is showcasing ways to enhance farmers income through theme pavilions like micro irrigation neem-coated urea soil check/health card reducing input costs through less use of fertiliser the effectiveness of crop insurance scheme and new dimensions of income generation such as animal husbandry bee keeping and poultry farming.

PATNA: The family of a BJP supporter who had renamed Bhadwa Chowk as Narendra Modi Chowk almost a couple of years back was attacked by at least a dozen armed miscreants at village Balha under Sadar police station in Darbhanga district on Thursday night resulting into death of his father Ramchandra Yadav (70). Three accused involved in the incident were arrested by police till Saturday evening. Sources said Tej Narayan Yadav (41) and his family members were involved in a land dispute with some of their relatives who are allegedly RJD supporters and the attack took place due to land dispute going on for last several years. Sadar https://www.edocr.com/user/d4interactivebng police station SHO Ravishankar Prasad said that Tej s wife Shushila Devi has lodged an FIR against Dilip Mahto (32) Devendra Kumar Yadav (22) and Ramsevak Yadav (45) and some other unknown persons in connection with the attack with the Sadar police station. All three named accused were arrested till wee hours of Saturday. Raids were on to nab the other suspects involved in the attack and killing of Tej s father the SHO said. He said that Tej who runs a tea stall at Bhadwa Chowk renamed by him as Narendra Modi Chowk had an heated argument with four youths near his shop at around 8pm on Thursday. Late in the night at least one dozen suspects armed with hockey sticks and iron rods attacked his house in the village. Tej and his four brothers were trying to defend themselves when the father also came out and received a fatal blow on his head the SHO said. He said Ramchandra was rushed to Darbhanga Medical College and Hospital (DMCH) where he died during treatment. The body was handed over to family after conducting a post-mortem SHO Prasad said. He said the complainant Sushila has mentioned in her FIR that that they were attacked due to land dispute. The complainant has alleged nothing on whether the attack was linked with renaming of Chowk the SHO said adding raids were on to nab other suspect.

In Mungaoli Congress Brijendra Singh Yadav defeated BJP s Bai Sahab Rao Deshraj Singh Yadav by over 2 100 votes. The outcome of the two by-polls held on February 24 are being seen as a possible pointer to the mood of people ahead of the Assembly elections due later this year in the BJP-ruled state. (PTI) Madhya Pradesh Finance Minister Jayant Malaiyya on Wednesday presented the annual state budget in the legislative assembly stating that the focus this time is agriculture health education and employment sector even as the Opposition members raised farmers concerns and demanded that their crop loans be waived. The budget session of the Madhya Pradesh Assembly began on Monday with Governor Anandiben Patel asserting that the state government under its Sabka Saath Sabka Vikas agenda was ensuring that benefits of its schemes reached everyone irrespective of caste religion and class. On Monday Patel had praised Bhavantar Bhugtan Yojana awards received from the Centre for increasing agricultural production and other pro-farmers steps taken by the state government. Patel only read select portions of the 139-paragraph speech with the Opposition MLAs trying to pick holes in the points she covered in the 19-minute speech. However Congress members raised slogans demanding loan waiver for farmers when the Governor concluded her address. The Leader of Opposition in the Assembly Ajay Singh alleged that the government s achievements were a bundle of lies and criticised the Governor s lacklustre speech. In his speech the Finance Minister said Rs 37 000 crore has been allocated for the agriculture sector for the fiscal year 2018-19. He added that the Shivraj Singh Chouhan government has allocated Rs 1 627 crore for cooperatives section. While speaking on girl child education he said Rs 9 000 crore has been allocated for Laadli Lakshmi Yojana. According to the government 27 lakh girls have benefited from this scheme so far. Regarding the health sector Malaiyya informed the Assembly that Rs 5 689 crore has been allocated for public health. He also said that six new medical colleges will be started this year and that Rs 3 722 crore has been allocated for supplementary nutrition for children. The government also aims to provide funds for setting up 10-bed hospitals in rural areas. Around 77 lakh families are estimated to benefit from health scheme he added. Congress general secretary and the party s Madhya Pradesh in-charge Deepak Babaria has created a flutter within the party by suggesting an age ceiling and application fee for candidates be put in place ahead of Assembly elections in the state scheduled for later this year. Addressing a recent meeting in Jabalpur the Congress MP urged party leaders aged over 60 to stay away from contesting Assembly elections in Madhya Pradesh. He also said contestants seeking a ticket pay an application fee a non-refundable amount that will get deposited in the party fund to be utilised for election campaigning. However over two dozen Congress MLAs have registered their protests before the party. Alarmed at Babaria s suggestions a group of MLAs and MPs have decided to meet Congress president Rahul Gandhi and seek redressal. It s a very serious matter. If there s a cap on contesting Assembly election for candidates above 60 a large number of winnable candidates many of whom are sitting MLAs and senior leaders will be rendered ineligible. Many of them have been winning continuously for over three terms. If they aren t allowed to contest it will work in BJP s favour. It s after a long time that the Congress is gaining a foothold in the state and such pre-conditions would only prove detrimental a senior Congress MLA told Firstpost on condition of anonymity. Apart from them tribal leaders who have a firm stronghold over their respective constituencies like Kantilal Bhuria Nanhe Singh Dhurve Mangilal Maravi and some prominent faces like Vidhan Sabha deputy speaker Rajendra Singh ex-minister Dr Govind Singh Mukesh Nayak Arif Aqueel Raja Pateria Hazarilal Raghuvanshi Sajjan Verma etc would all find themselves unable to contest the upcoming polls. However Babaria has justified his proposal saying a cap on the age of a contestant would give an opportunity to younger and fresher faces. On 17 February the highest decision-making body of the Congress the Steering Committee which replaced the previous Congress Working Committee till the formation of a new one held a meeting where both Sonia and Rahul Gandhi had emphasised on getting fresh faces into the committee as well as to different organisations of the party. Right from the beginning when Rahul took over as Congress president the thrust has been on getting fresh faces into the party. The party has even begun appointing new candidates in states as panellists to appear on news channels as spokespersons as social media coordinators etc. It was only a suggestion. I requested those above 60 and those who have contested three Assembly elections or more to vacate their seat for a younger generation. Let newer faces get an opportunity. There are many workers who have been serving the party for a long time but can never get the opportunity to contest an election. If the older generation can make way for them it will energise the party and aspire others to aim higher Babaria considered a confidant of Rahul Gandhi told Firstpost. I have even told senior members that if they are confident of their ability they should contest the Lok Sabha elections and become MPs. However he added It s not a sacrosanct rule that those above 60 or those who have won three terms will absolutely not be allowed to contest. Taking a final decision is up to the party s central election committee and its top leadership. One may recall that the incumbent BJP government of Shivraj Singh Chouhan had also imposed a age ceiling of 75 something that led to the ouster of former chief minister Babulal Gaur the then minister of home department and also Cabinet minister Sartaj Singh. However the clause was cancelled when BJP president Amit Shah visited Bhopal in August last year. Babaria s second suggestion was that any candidate seeking to contest the Assembly polls should deposit Rs 50 000 as an application fee. This would be deposited in the party fund and will be used for campaigning. A Congress office-bearer said the party receives between 5 000 and 7 000 applications for the 320 seats in Madhya Pradesh most of them from urban and premium seats. Going by Babaria s formula which exempts poor but winnable candidates if Rs 50 000 is collected from 4 900 candidates (100 are exempted) the party would receive Rs 24.50 crore. But will it become a reality? It s only a suggestion. An application fee would mean only candidates serious about contesting will pay up. It s like an elimination process. Irresponsible candidates fill up forms and apply just to try their luck or to act as spoilers for others. This fee would help avoid such behaviour and also help with election preparedness Babaria added. It s the right idea. If a candidate is serious he ll contribute by paying fees. There are many candidates who aren t serious. They fill up their forms just to create a sensation or to create hurdles for genuine candidates. We don t need such candidates said Madhya Pradesh Congress spokesperson KK Mishra. This advice too has drawn severe criticism while some quarters even spread the rumour that Congress party is demanding money to give tickets to interested candidates. A section of Congress leaders already agitated over the proposed age limit has dubbed this suggestion as anti-democratic and said it would be the end of Congress in Madhya Pradesh. Given rising anti-incumbency against the Shivraj Singh Chouhan government and farmer distress in the state the Congress is hopeful of a good showing in the Assembly elections. The top leadership is likely to take a final decision on these two suggestions depending on the results of Kolaras and Mungaoli bypolls the campaigning for which was spearheaded by youth leader Jyotiraditya Scindia. The results will be declared on Wednesday and the Congress has pinned high hopes on these bypolls.
BHOPAL/BHUBANESWAR: The Congress today retained both the assembly seats in BJP-ruled Madhya Pradesh while it lost to the BJD the lone constituency in Odisha where bypolls were held this month. Brajendra Singh Yadav of the Congress defeated his BJP rival Baisahab Yadav by a margin of 2 124 votes to win the Mungaoli seat while in Kolaras Congress candidate Mahendra Singh Yadav prevailed over Devendra Jain of the BJP by 8 083 votes. Brajendra Yadav got 70 808 votes while Baisahab Yadav bagged 68 684 a poll official said. In Kolaras Mahendra Yadav polled 82 515 votes and Jain 74 432 ballots the official said. The by-elections of February 24 were necessitated by the deaths of sitting Congress MLAs. In Odisha ruling Biju Janata Dal wrested the Bijepur assembly seat from the Congress with its candidate Rita Sahu defeating her nearest rival Ashok Panigrahi of the BJP by 41 933 votes. The Election Commission said Sahu polled 1 02 871 votes against the 60 938 secured by Panigrahi. Pranaya Sahu of the Congress which had held the seat three terms in a row came third with 10 274 votes and lost his deposit. The by-election was held following the death of three-time Congress MLA Subal Sahu in August last year. The BJD fielded his widow as its candidate while Panigrahi left the BJD and contested from the BJP.

He said loan waiver is not what farmers want but the opposition Congress. The state government is not in favour of waiving farm loans. This was demanded by Congress leaders who are playing politics. Nine-time MP from Chhindwara and senior Congress leader Kamal Nath said it is important that the party declare a chief ministerial candidate soon for the Madhya Pradesh election due in December. In an interview to Aman Sharma he said he would back party colleague Jyotiraditya Scindia if he is announced as the CM face. He said he was not ruling himself out but he was not hungry for it. Excerpts: Chief minister Shivraj Singh Chouhan told ET in a recent interview that he would retain power in this year s polls due to his Bhavantar scheme and high agricultural growth on his watch. How do you assess Congress s chances? When CM talks of agricultural growth what he does not talk about is agricultural distress. In MP 75% of people are directly or indirectly engaged in agriculture. The economy of the state is dependent on agriculture. Agriculture production could have gone up due to better seeds and better irrigation but at the end of the day the question is what price the farmer gets in his hand what he takes home. That is the crucial thing and that is what is in great distress. As far as 2018 elections in MP are concerned every section of society is unhappy youth unemployment is at its peak. Even the jobs of those who are retiring are not being filled up forget about creating more employment. More jobs have been lost than jobs created. All the sloganeering and schemes of crop insurance have been disastrous no farmer has got insurance though insurance companies have made a lot of profit. Bhavantar is a scheme which entails that the farmer has to lose Rs 250-300 per quintal. No farmer is happy with it. Traders are unhappy over GST and demonetisation. Government employees are protesting shaving their heads and out with begging bowls. This politics of gimmickry and sloganeering stands exposed. Is the Congress house in order in MP? There is a perception of infighting among the senior leaders in the state. I think this perception that Congress leaders keep on fighting is more in the media. I don t see any disunity among the leaders at all. There is coordination and this will only improve in the next couple of months. Of course we need to put our house in order and we are in the process of doing it. You had stated a few months ago that Jyotiraditya Scindia should be declared the party s CM candidate Well I had answered a question as to whether I had any objections to Mr Scindia becoming CM. I said I had no objections. That was my answer. And I certainly have no objections. If Mr Scindia is announced as CM candidate I will welcome it. Do you think the announcement on CM face should come sooner than later? Yes it will because the first thing is to get our house in order. The CM candidate announcement is important it should come. We should also put our house in order at the district and block levels so that all is functioning properly. Are you ruling yourself out as CM face? I am not ruling myself out but I am not hungry for it I am not looking for it. I am simply saying that whoever is announced I am going to back him. Anybody can be announced as the leader I will be quite happy to back him. Digvijaya Singh has been on a Narmada yatra for five months now. Will it help the party? Of course. Digvijaya Singh has gone the workers have been mobilised the public has come out. What Digvijaya Singh has done I consider it humanly impossible. If required certainly a larger coalition can be built because other non-BJP parties have seen BJP and they themselves will look forward to a coalition so that BJP is kept out. India s GDP grew 7.2% in the third quarter surpassing expectations and wresting back the mantle of fastestgrowing economy from China on the back of a rebound in industrial activity especially manufacturing and construction and an expansion in agriculture. China grew 6.8% in the quarter and is expected to grow at that pace for the full year. Experts also pointed to the growth in gross fixed capital formation (GFCF) as a sign that investment which has been a laggard may be resurgent although the slowing of private consumption was a concern. The numbers indicated that the economy had shaken off the effects of demonetisation and come to grips with the goods and services tax (GST) they said. India s FY18 growth projection was revised marginally upward to 6.6% from 6.5% estimated earlier compared with 7.1% in FY17 according to data released by the ministry of statistics and programme implementation on Wednesday. Second-quarter growth was revised to 6.5% from 6.3% earlier. Economists had estimated December quarter GDP growth at 6.5-6.9%. The second advance estimate released by Central Statistics Office (CSO) on Wednesday showed that the overall GDP growth rate for 2017-18 is estimated to inch up marginally to 6.6 per cent from the first advance estimate of 6.5 per cent released last month but would be the lowest growth in four years. GDP growth rate for July-September was revised upwards to 6.5 per cent from the earlier estimate of 6.3 per cent according to the data released. The country had recorded GDP growth of 7.1 per cent in the previous financial year. Manufacturing construction financial services and agriculture were among five of the eight sectors that recorded a pickup in GVA growth in October-December as compared to the previous quarter. Mining electricity and trade communication were the sectors that bucked the trend. The GVA growth for the third quarter also benefitted from a favourable base effect given that October-December 2016 was the first quarter to be hit due to demonetisation. A perceptible increase in two components of GDP based on expenditure Gross Fixed Capital Formation (which is a proxy for private investment) and valuables (including gold and precious stones) was sharply evident in the surge in growth during the third quarter. Gross Fixed Capital Formation was up 12 per cent in the third quarter as against 8.7 per cent in the same period last year. For the full year it is expected to decelerate to 7.6 per cent from 10.1 per cent last year. A sharp increase was also seen in valuables which grew 40.8 per cent in October-December over the same period the previous year. Economists attributed this rise to preference of savings in them in a low interest rate regime. The rise in share of valuables is an area of concern. A trend of high gold imports could be indicative of the shift in savings towards valuables. Gold imports are now approximately in the range of 950-1 000 tn in a year a level which was seen earlier when people invested in gold during high inflation period but the trend seems to be continuing even now said India Ratings Chief Economist D K Pant. In the October-December quarter financial real estate and professional services recorded a marked improvement with the sector s GVA growing at 6.7 per cent from 2.8 per cent in the same period last year. Construction also showed a sharp uptick with GVA growth of 6.8 per cent in October-December as against 2.8 per cent the previous year. Manufacturing retained the same level of growth of previous year at 8.1 per cent during October-December. Mining and quarrying slumped into negative territory with GVA growth of (-)0.1 per cent in October-December from a double-digit growth rate of 12.1 per cent in the same period last year. Though the agriculture sector recorded an improvement in GVA growth to 4.1 per cent in October-December from 2.7 per cent in the previous quarter the growth rate was sharply lower than 7.5 per cent in the same period in 2016-17. The Finance Ministry said in a statement that the second advance estimates released by the CSO indicate a broad-based and significant acceleration of real economic activity as projected in the Economic Survey. It said the growth acceleration has been sectorally broad-based with manufacturing growth estimated at 8.1 per cent for Q3 2017-18 up from 6.9 per cent in Q2 2017-18; construction growth at 6.8 per cent in Q3 2017-18 up from 2.8 per cent in Q2 2017-18; and services growth projected to accelerate to 7.7 per cent in Q3 2017-18 from 7.1 per cent in Q2 2017-18. KOLKATA: Former president Pranab Mukherjee today expressed hope that India s economy will inch towards 8 per cent growth in 2018-19 fiscal and onwards. Mukherjee however said that to sustain such a growth rate for the longer term the country will need to address issues like employability for the youth and boosting the rural economy. It may be in 2018-19 and onwards it (India) will move towards 8 per cent annual GDP growth if there is no eventual setback from unexpected quarters he said at a session organised by the Calcutta Chamber of Commerce here. Mukherjee said the agriculture sector needs focus along with allied areas like rural infrastructure rural health rural education rural sanitation and rural housing. He said empowering the growing young population of India and preparing them for employability was of paramount importance. In a short of span of time 48 per cent of India s population is going to be below the age of 40 ... unless you give them employment enhance employability train them make them available to the world labour market ... this is a challenge in the growth of GDP on a sustainable basis the former finance minister said. BHOPAL/ BHUBANESWAR: Congress on Wednesday managed to retain Mungaoli and Kolaras assembly seats in byelections in Madhya Pradesh though with vastly reduced margins compared to the last polls despite chief minister Shivraj Singh Chouhan and the entire top rung of his cabinet camping in these constituencies for several days. However in Odisha Congress not only lost its sitting seat in the bypoll to the ruling BJD but was relegated to the third position after BJP. Coming just a few months ahead of the assembly polls which are due in Madhya Pradesh in November Chouhan had made the bypolls a prestige issue. As many as 21 of the total 36 ministers campaigned for several weeks in the two seats situated in the stronghold of Jyotiraditya Scindia one of the aspirants in Congress for the CM s post. BJP came gut-wrenchingly close to snatching a win in these seats which are part of Scindia s Lok Sabha seat Guna. Congress s vastly reduced victory margins just 2 124 votes in Mungaoli and 8 083 in Kolaras down from 20 765 and 24 952 respectively in 2013 indicate how BJP s sheer organisational strength is a force to reckon with in the November polls. It s also a pointer that Congress needs to get its flock together. While Chouhan was doing up to 12 roadshows a day Scindia was left fighting a lone battle. Kamal Nath joined him on the very last day of campaigning. The bypolls were billed as Shivraj vs Maharaj (Scindia) fight and the Guna MP single-handedly took on the entire might of a government entrenched for 13 years the CM and his heavyweight ministers and BJP s organizational strength. Congress workers celebrated the victories as a morale booster ahead of the big final. After the wins in Ater and Chitrakoot bypoll last year and strong showing in civic elections in Badwani-Dhar in January Congress sees the Mungaoli and Kolaras victories as a sign of turnaround. However Chouhan told reporters in the assembly that BJP has fared much better in the bypolls compared to 2013. These were Congress seats and the margin of victory has decreased. That too when BSP did not field its candidates and Congress benefited from it.
NEW DELHI: India s manufacturing activity declined to a fourmonth low in February but remained within the expansion zone with companies upping hiring a private survey showed on Wednesday. The Nikkei India Manufacturing Purchasing Managers Index (PMI) fell to 52.1 in February from 52.4 in January. In December 2017 the index had touched a 60-month high of 54.7. This is for the seventh consecutive month that the index remained above the 50-point mark which separates expansion from contraction. It was promising to see that India s manufacturing sector remained in growth territory as the impact of July s Goods and Services Tax continues to dissipate said Aashna Dodhia economist at IHS Markit and the author of the report. In response to greater production requirements companies raised their staffing levels during February. Although modest the pace of job-creation was slightly faster than January. On the prices front the survey said that cost inflation accelerated to the sharpest since February 2017 adding to expectations that inflationary risks will continue over the coming months. IHS Markit upgraded its Consumer Price Index (CPI) forecast to 5.2% for financial year 2017-2018 amid a stronger oil price outlook and growing fiscal risks. With this Amazon Prime Music will compete with music streaming apps Saavn Gaana and Apple Music in India. As part of the offering Amazon Prime Music will offer ad-free streaming along with unlimited offline downloads at no additional cost to the existing Prime subscription for users in 10 languages. For its India offering Amazon Music is pulling out all stops to differentiate itself on content against competitors through partnerships with 8 national and over 300 regional record labels as also opening up the global music repertoire for Indian users. To be sure this service is independent of Amazon Music Unlimited that was launched in October 2016 with a catalogue of millions of songs and one which isn t available in India. Amazon Prime Music also will include voice controlled music for customers who do not own the Echo device launched in India recently. NEW DELHI: Maldives has declined India s invitation to participate in the eight-day-long mega naval exercise Milan beginning March 6. Maldives was invited to join the Milan exercise but they have declined Navy Chief Admiral Sunil Lanba told reporters and indicated that the country may have taken the decision possibly due to the current situation there. They have not given any reason he said. Admiral Lanba was speaking to reporters on the sidelines of an event. The Maldivian Ambassador in Delhi on Tuesday said Maldives declined India s invitation to participate in a naval exercise due to the emergency situation in his country but asserted that the two nations enjoy a history of excellent defence and military cooperation a tradition which they are confident will endure and continue indefinitely. I would like to clarify that the Maldives is unable to participate in the naval exercise during this time due to the current circumstances of a State of Emergency being in effect for those under investigation for serious crimes. During such a time especially security personnel are expected to be at a heightened stance of readiness the envoy told PTI while noting that the participation of Maldives naval officers would have been as observers only. The aim of the initiative was to have an effective forum to discuss common concerns in the Indian Ocean Region and forge deeper cooperation among friendly navies. Milan exercise will be held at Port Blair from March 6 to 13. Asked about the presence of Chinese ships in the Indo-Pacific region an official said The deployment of ships by China s Navy has been since 2008. BENGALURU: A 45-year-old driver with the Karnataka State Road Transport Corporation (KSRTC) was arrested on Saturday morning for driving his sleeper bus for over 70km little realising a dead body was stuck in the undercarriage. This is the most bizarre incident we ve seen so far a senior KSRTC official told STOI adding: We ve heard of accident victims being dragged by buses for 200-300 metres but this has completely baffled us. Mohinuddin attached to the Shantinagar depot drove the non-airconditioned sleeper bus from Coonoor Tamil Nadu to Bengaluru. The victim was unidentified till late Saturday night. Mohinuddin reportedly told police: The bus took the Mysuru - Mandya - Channapatna route to reach Bengaluru. I heard a thud when the bus reached Channapatna which is 70km from Bengaluru and I thought the bus had hit a stone. I couldn t spot anything in the rear-view mirrors too and continued driving. He reached Bengaluru at 2.35am. The bus first went to the Mysuru Road Satellite bus station then to Majestic and the Shantinagar bus station before it entered the bus depot. Mohinuddin parked the bus and dozed off in the rest room. Around 8am the bus was taken for a wash and that s when someone noticed the body stuck in the undercarriage. The Wilson Garden police were alerted. Driver has 10 yrs of experience The deceased is aged between 30 and 40. We shifted the body to Victoria Hospital and alerted policestations on theBengaluru-Mysuru route. We arrested the driver under Section 304A (causing death due to negligence) and 201 (causing disappearance of evidence of offence) of the IPC said an official. Mohinuddin who has 10 years of experience and has an accident-free record said: I never thought a man had come under my bus . One driver said: TheBengaluru-Mysuru road has dozens of speedbreakers. BENGALURU: Solar tariffs rose sharply from their lowest level in the latest solar auction of 860 MW conducted by Karnataka s Renewable Energy Development Ltd (KREDL). The lowest price was Rs 2.94 per unit way above the winning tariffs of Rs 2.47 and Rs 2.44 per unit at the last two auctions in Rajasthan in December and May last year respectively. Though Karnataka gets lower solar radiation than Rajasthan and the winning tariff was expected to be consequently higher the 50 paise per unit rise is striking. It confirms the view of many developers and lenders that bidding in the last few solar auctions had been too aggressive and some correction was likely more so because the cost of solar panels and modules has been rising in China. Around 90% of solar equipment used in India is imported mostly from China since it is substantially cheaper than the locally manufactured variety. But the increase is also a pointer to the difficulties the solar segment has lately been facing. A recent re-classification of solar panels and modules by the Central Board of Customs and Excise has subjected them to 7.5% import duty apart from various kinds of cess while formerly they were in a category whose import was free. In early January the Director General Safeguards also recommended imposing an additional whopping 70% duty on imported solar panels and modules on the ground that they were causing serious injury to domestic manufacturing. Though the recommendation is preliminary and yet to be implemented there is palpable worry among developers about the impact this would have on their financials and future tariffs.. The location of the 860 MW auctioned was distributed across 43 talukas of Karnataka with 660 MW across 33 talukas auctioned under the open category where imported equipment is allowed and 200 MW across 10 talukas under the domestic content requirement (DCR) category where only locally made modules are permitted. The lowest bids in the open category were by Acme Solar in Kudligi taluka and Shapoorji Pallonji at Jagalur taluka both seeking Rs 2.94 per unit. The highest bid was Rs 3.34 per unit by Asian Fab Tech in Doddabellapur taluka. Most of the winning bids across different talukas were above Rs 3 per unit. Of the nine winners the biggest was Shapoorji Pallonji Infrastructure Capital with 185 MW followed by Acme Solar with 106 MW and ReNew Power with 99 MW. The other winners were Asian Fab Tech with 85 MW TEP Rooftop Solar India with 55 MW Greenko with 45 MW Eklade Solar with 35 MW Rays Infra with 30 MW and and Max Planck Solar Farms with 20 MW. In the DCR category which has been plagued by several problems the results of 100 MW across five talukas were withheld. Sources claimed they had not received bids at all. For the remaining 100 MW across another five talukas the winning tariffs were predictably much higher than in the open category. Emmvee Photovoltaic Power got 80 MW across four talukas with bids between Rs 3.52 and Rs 3.54 per unit while the remaining 20 MW went to Svarog Global Power at Rs 3.54 per unit. Thus effectively only 760 MW were auctioned across 38 talukas. KREDL had set a base price of Rs 3.57 per unit for the auction. In Karnataka s last solar auction in March 2016 of 1 200 MW across 60 taukas the benchmark tariff had been Rs 6.51 per unit. Winning bids had varied between Rs 4.69 and Rs 5.81 per unit.

She s the only girl from north Karnataka to be selected for this tournament. Pro-Kannada organisations called off the bandh in Bengaluru on Sunday which was meant to coincide with Prime Minister Narendra Modi s election rally in the city after the Karnataka High Court on Friday termed it unconstitutional . The high court stayed the bandh called by pro-Kannada farmers groups in the city on Sunday on the Mahadayi water dispute issue. Passing an interim order a division bench of acting Chief Justice HG Ramesh and Justice PS Dinesh Kumar asked the Siddaramaiah government to take appropriate steps to prevent breakdown of law and order on that date. The same pro-Kannada organisations had called for the shutdown last week during BJP chief Amit Shah s visit to the state. The protesters will instead observe a black day on Sunday reported News18. BENGALURU/CHENNAI: Karnataka Chief Minister Siddaramaiah is under pressure from neighbouring Tamil Nadu to release water from the disputed river Cauvery an issue that could affect the Congress party s prospects in the 88 seats in the Old Mysuru region. Tamil Nadu Chief Minister Edapadi Palaniswamy s office has asked for an appointment with Siddaramaiah to pressure him to release more water to save their samba (rice) crop. About two weeks ago Palaniswamy had written a formal letter on the same subject and Siddaramaiah had decisively said there was insufficient water in his state s reservoirs to release any more. Congress holds 40 of the 88 seats in Old Mysuru where the main water source is the Cauvery. Their main rival in the region former Prime Minister HD Deve Gowda s Janata Dal (S) has been insisting that only a regional party like theirs would protect state interests and that both the BJP and the Congress had to factor in national interests in the water wars. This pressure from Tamil Nadu just two months before our Assembly elections is quite suspicious. It seems like an attempt to show Siddaramaiah in a bad light.
